Use up-to-date tqdm interface and add unit tests (#545)

* Add setuptools as a docs requirements (now required to build)

* Add tqdm and ipywidgets as extra requirements

tqdm is required for progress bar and ipywidgets is required for
"notebook"

* Add tests for progress bar and switch to new tqdm structure

tqdm_notebook is deprecated. `tqdm.notebook` should be used. This also
makes emcee compatible with the "auto" mode.

* Update default progress bar to be tqdm.auto.tqdm
