Update artifact sources for CUDA version 12 in Holoscan SDK

- Changed artifact URLs in artifacts-cu12.json to reflect the use of CUDA version 12 for both dgpu and cpu configurations.
- Ensured consistency across all device types by updating the corresponding image tags.
