Remove Cloud Connectors ARM parameters where possible (#3588)

### Summary of your changes
Since we found out that an ARM template can't have populated values from
outside, the user will need to copy paste many values from kibana to the
ARM screen.
Instead we try to remove parameters that aren't necessary in the flow
and can be defined elsewhere:

- Elastic Cloud Connector Id should be generated by the ARM template
- Elastic Cloud Connector Id should be part of the output
- Elastic Cloud Issuer should be defaulted to production
