Installs the Cake.Tool using minimal verbosity

This commit passes the `--verbosity minimal` parameter to `dotnet tool`
in order to reduce the amount of log produced by the Cake Action.

This also matches the verbosity level used when invoking Cake Frosting
or when running a Cake C# file.
