Update GitHub Actions workflow for Holoscan SDK

- Added conditional execution for the test-app job to run only on non-release branches.
- Removed unnecessary WHEEL_PATH references and related logic to simplify the workflow.
- Cleaned up several steps by removing the `continue-on-error: true` flag to ensure proper error handling.
