Fixed bug in zhmc_cpc_capacity where decreasing capacity resulted in TypeError

Details:

* Fixed the bug in ensure_set(). Too many arguments were passed to
  Cpc.remove_temporary_capacity() due to a copy&paste error and missing
  tests.

* Added end2end testcase for increasing and decreasing temporary capacity.
  The testcase uses an invalid record ID in order to not actually make
  the change.
