feat: migrate GetUser API to Connect RPC

- Add GetUser function with Connect RPC patterns
- Migrate error handling to Connect error codes (NotFound for user not exist/invalid)
- Add comprehensive tests for GetUser functionality (4 test cases)
- Preserve all business logic from gRPC implementation
- Test coverage: user not found, invalid UUID, invalid ID, successful fetch
