Description:
-fix the issue by adding the missing part in EditorEnhancer file by using the selected gs instance url in case stand-alone geofence instead of geoFenceGeoServerInstance one

-fix errors in edit a created rule due to missing gs instance url in case stand-alone geofence
- fix issue in clear DD of gs instances in create/edit rule in case stand-alone geofence
- edit isSaveDisabled util to handle not selecting gs instance for rule
- add unit tests
