Exclude static mutation on default expiration time const

This creates an exclusion regex specifically to match the static
mutations in `receive/v2/mod.rs`, because this is a static and not a const
the pointed nature of these exclusions is limited and inline skips with
an attirubute like `[mutants::skip]` is not possible.
