feat: add static analysis plugins for enhanced code quality checks

- Introduced `static-analysis` collect plugin to execute various static analysis tools (PHPStan, ESLint, Pylint) and return structured results.
- Added `static-analysis:breaches` analyse plugin to evaluate static analysis results, reporting breaches based on execution success, issue count, severity levels, and specific rules.
