IGVF-2916 Add Uniform Pipeline Status display to analysis-set page (#891)

* Add `uniform_pipeline_status` display to analysis-set pages.
* Add a new component to display the uniform pipeline status badges. Add new colors for displaying these badges.
* Update tooltips to not require a div as the child wrapper. Get the descriptions from the schema.
* Render the descriptions as Markdown.
* Add Jest tests for the UniformPipelineStatus component.
* Trim the uniform-pipline-status Jest tests.
* Handle event bubbling on tooltip triggers better.
* Add `objectId` property to uniform pipeline status tooltips, in case we have more than one on a page someday.
* Correct the property name to UniformPipelineStatus.
