Add ipv4_static broadcast

NetworkManager doesn't support adding a specific broadcast address and instead
always calculates the broadcast address from the netmask. So wicked2nm checks if
the broadcast address matches the netmask. If it does there is nothing to do and
if it doesn't it issues a warning.
