Remove support for managing mcp with partial names (#1943)

Remove support for managing mcp with partial names\

Docker has a feature, that allows to manage containers by looking at their partial names. When we use
docker runtime, this is propagated to our thv client, and has caused many problems for us.
Should be better to always manage mcp servers by referencing their complete names,
removing that support for partials
