* Always suggest a provider even if out of hours

* Add ALWAYS_SUGGEST_PROVIDER setting

* Disable ALWAYS_SUGGEST_PROVIDER for testing

* Temporary: Remove test requirement

* Add unit tests for ALWAYS_SUGGEST_PROVIDER functionality

* Mock opening hours

* Allow ALWAYS_SUGGEST_PROVIDER to be set via an environment variable for end to end testing

* Disable ALWAYS_SUGGEST_PROVIDER by default and allow it to be set via K8 Configmap
