Upload access claims (GSI-1818) (#140)

* Implement upload access functionality with new endpoints and models

* Remove strange line from dummy DAO

* Reorganize the upload endpoints and expand testing

* Bump version to 8.1.0

* Update lock files

* Fix a test

* Break up and DRY out the two grant models

* Use 'system' for asserted_by

* Update doc strings for rest models

* Rename test for accuracy and add a comment in the access router
