fix(node): prevent empty providerID causing false NodeClaim matches

Add guard clause in GetNodeClaims to prevent nodes with empty
spec.providerID from matching NodeClaims with empty status.providerID.

This resolves the issue where master nodes and other non-Karpenter
nodes were incorrectly labeled with NodeClass labels during
NodeClaim creation.
