Fix OTel insecure and prometheus settings fallback to global config (#1900)

Fix OtelInsecure and OtelEnablePrometheusMetricsPath config fallback

- Add fallback logic for new config settings in getTelemetryFromFlags()
- Enhanced tests to verify fallback behavior
