Protect the expiryProc list with a mutex (#155)

The container/list data structure used in expiry.go is not safe for concurrent use.
See https://github.com/golang/go/issues/25105

Serialize the access to the shared list to avoid having check() on empty lists.

Closes-Bug: OSPRH-18979
