refactor: rename prefab and weight-related methods for improved clarity

- Renamed `new_config` to `to_config` for better semantic consistency.
- Updated weight-related methods: `fetch_weights_to_disk_cache` to `fetch_weights` and various lookup methods (`lookup_weights`, `try_lookup_weights`, etc.) to emphasize "pretrained" context.
- Adjusted prefab lookup methods to clarify their intent by appending `_prefab`.
- Reflected changes across ResNet examples and documentation for consistency.
