Grant BLE access to /opt/hca/hosted-compute-agent

To resolve https://github.com/actions/runner-images/issues/12725

Also set the `auth_reason` to System Set (4) for for the system
`TCC.db` (still using User Set (3) for the user `TCC.db). This
doesn't make any difference, but is more logical, and consistent
with other settings.
