refactor: improve type inference for `Iter` and `Regex`

This commit refines the PHPDoc return types for several functions in the `Psl\Iter` and `Psl\Regex` namespaces to provide more accurate information to static analysis tools like Mago and Psalm.

By leveraging conditional types, Mago can now correctly infer non-nullable return types when operating on non-empty arrays and more precise match structures in regex functions.
This improves developer experience by reducing false positives and eliminating the need for redundant user-land assertions.
