Refactor commit proxy to return transaction index and improve async processing

- Update commit proxy API to return both version and transaction index
- Move resolver task creation into finalization phase for better resource management
- Replace synchronous batch finalization with async Task-based processing
- Add telemetry tracing for batch processing lifecycle
- Improve error handling and retry logic with exponential backoff
- Update all callers to handle new {version, index} response format
- Simplify batch timeout handling and eliminate continue patterns
