Adding script to write the smoothed covariance matrix

updated version of /global/cfs/projectdirs/desi/science/lya/y1-kp6/iron-tests/correlations/scripts/write_smooth_covariance_flex_size.py

there are NO changes to the actual smoothing of the covariance matrix

changes include:
- renaming argument --block-types to --correlation-types (for those not directly involved it was not very clear what a block was. This naming is more clear.). Removed the default set to ['auto','auto','cross','cross'] for the DR2 analysis and now requiring this argument. Added a note that the order here must match the order of the correlations in the write full covariance matrix script. The other arguments remain unchanged.
- updating the naming of some variables and adding comments/print statements for readability
