refactor: eliminate code duplication in exec tests

- Add testSetup struct to encapsulate common test state
- Create helper functions: newTestSetup, createExecCommand, runExecTest
- Extract config templates: defaultConfig, syncConfig
- Reduce repetitive cobra command initialization
- Simplify test assertions and error handling
- Maintain 100% test coverage and functionality

Addresses SonarQube code duplication findings while
improving test maintainability and readability.
