Add support for Kafka

Claude Code prompts:

> Add support for publishing messages using Kafka to @waiverdb/events.py.
> `MESSAGE_PUBLISHER` option in configuration will support new "kafka"
> value (in addition to the current "fedmsg" and "stomp" values). Any
> other required configuration can be added to @waiverdb/config.py
