feat: add comprehensive configuration system (#11)

- Add Config struct with user preferences, development settings, and post-generation behavior
- Implement config subcommands: set, get, list, reset, path
- Store config in ~/.config/cza/config.toml using XDG standards
- Add dirs dependency for cross-platform config directory resolution
- Update integration tests to match new subcommand structure
- Organize config code into modular structure (config.rs with submodules)

Configuration options include:
- User preferences: author, email, git_init, default_template
- Development settings: verbose, color, confirm_overwrite
- Post-generation: auto_install_deps, auto_setup_hooks, open_editor
