Documentation cleanup (#22)

* added to existing docstrings and added docstrings where missing

* added and expanded docstrings in `prep.py`

* expanded docstrings in `reconcile.py`

* fixed spacing in docstring

* updated docstrings and moved delay from `get_html` to loop in `scrape`

* cleaned up log messages and in-line comments for clarity

* removed duplicate test from `test_reconcile`

* moved normalization of reserve IDs from middle of `reconcile`

* removed unnecessary comment from `run.py`

* changed `get_overdrive_api_creds` to account for possibility cred file does not contain collection token
