Guard spatial type functions with ENABLE_SPATIAL_TYPES (#4066)

Wrap spatial type function assignments with ENABLE_SPATIAL_TYPES macro guards to ensure they are only compiled
when spatial types support is enabled.

This change adds conditional compilation around bytea_from_geometry and bytea_from_geography functions

This prevents compilation errors when spatial types are not available and maintains consistency with other conditional
features in the codebase.
