IGVF-2923 Add description display to all file pages (#882)

* Update npm packages.
* npm packages updates force these formatting changes. Updated the pre-commit config to use the local prettier config. This caused a mass reformatting of Tailwind CSS classes, which has been a long time coming.
* Update pre-commit config to use local configuration in the hope of passing CircleCI.
* Change back to use mirror-prettier v3.0.0 in pre-commit config.
* Change CircleCI config to install prettier plugins.
* Another attempt at resolving CircleCI pre-commit formatting.
* Try conditional prettier plugin use that’s used locally but not on CircleCI.
* Go back to using a local prettier in CircleCI, but keeping conditional usage for CircleCI.
* Stop all prettier use on pre-commit.
* Reenable local pre-commit prettier.
* Try another way to skip prettier in CircleCI.
* Add description display to summary panel of all file pages.
* Test change to check pre-commit config.
* Revert last change.
