ci(staging): deploy nonprod envs with github actions INFRA-14 (#6186)

### 💭 Notes
This adds a github action to deploy nonprod instances. I've tested the
build and k8s connection, but not the actual deploys - I have to do that
after this is merged into main, otherwise the trigger won't work.

This moves the working container repository from gitlab to github
packages also.

Once I've validated that the environments deploy successful, I'll do
another PR with some minor touchups and removing the gitlab ci file.
