Update test certificates (#513)

Add AKID and SKID where needed to achieve Python 3.13 compatibility.

This reuses the existing test keys (so Let's Encrypt doesn't need to
block new keys).

Note that since the latest minica limits lifetime to ~2 years, we'll
have to start regenerating these more frequently.

Fixes #493
