Support Alter Function operation when dependent loose schemabinding view (#3981)

Description
This PR adds support for altering functions that have dependent weak schemabinding views. Previously, any attempt to alter a function that was referenced by a view would fail with a dependency error, regardless of the view schemabinding status.
