config: add databroker_cluster_leader_id (#5813)

## Summary
Add `databroker_cluster_leader_id` option to explicitly define the
cluster leader. When not set leader election will be used to select the
leader.

Also add validation for `databroker_cluster_leader_id` and
`databroker_cluster_node_id`. These ids need to be found in the node
list to be valid.
