Allow to specify implicit `defcal` symbols in OpenQASM 3 export  (#14800)

* DNM: Initial demo of defcal-aware OpenQASM 3 export

* Add unit tests for failure paths, symbol renaming to avoid collisions, and use of restricted keywords in defcals

* Apply feedback, fix format, edit comments

* Add reno

* Apply review comments: clarify docstrings, add test for control flow instructions
