Fix AttributeError in eccc_rdrs.py and allow standard_name to be explicit False (#275)

### What kind of change does this PR introduce?

* Fixes `AttributeError: 'str' object has no attribute 'open'` in
eccc_rdrs.py
* Allows for variables lacking a `standard_name` to explicit indicate
that they do not require one (`"_standard_name": false`).

### Does this PR introduce a breaking change?
