Fixed issues with assignment of multibyte characters to local variable of type nchar/nvarchar (#4016)

Earlier in Babelfish when a temporary variables are declared with NCHAR/NVARCHAR datatype and was assigned a non-english collation values, it was giving '?' as output instead of the exact character.

With this commit, we will be preserving the NCHAR/NVARCHAR datatype information, so that we are able to distinguish between char and nchar and return the exact characters.
