Complete Phase 4D: Comprehensive testing for Ollama integration

- Fix and enable previously skipped tests for Ollama installation and version detection
- Add comprehensive error handling test suite (17 tests) for edge cases and failures
- Create manual integration test suite for testing with real Ollama instance
- Implement load testing script for simulating multiple nodes and job submissions
- Update TODO.md to mark Phase 4D as complete with all tests passing
- Achieve 203 total passing tests with >75% code coverage
