Enh/2016 08 node viewer exe (#31)

* enh: add utils is_file and is_directory

and unit tests

* enh: install node viewer binary

add runtime access to install loc
add runtime access to web client dirs
only bind webserver to localhost (127.0.0.1)
update relay web unit tests
add standalone binary for the relay node viewer

* enh: add utils remove_file and system_execute

and unit tests

* enh: add support for entangle

entangle is a python script that generates htpasswd files and
json files that help clients ssh tunnel to a webserver.

added a new option (--entangle) to the conduit_relay_node_viewer
binary that uses entangle to setup the web server htpasswd.

* bugfix: add missing headers
