Add fix for JRuby cipher finalization issue.

JRuby requires finalization of the AES cipher so that the full unencrypted
data is output. This is a bug in the jruby-openssl gem, as noted in
jruby/jruby-openssl#182 and jruby/jruby-openssl#183.
