Added or cases to optional job tags (#1910)

* Added or cases to optional job tags

* Separated one regex into sections due to the problem on ubuntu24.

* Updated to handle job declarations in multiple lines.

* Fixed the issue with fulling support timing spec of ([<cycle_time>, [<start_time>, [<stop_time>,]]] <job_class>)

* Updated to handle job tag after timing spec.

* Fixed job tags containing "P" or "C" that could be parsed as phase or child if the job tag is placed before child or phase.

* Updated to have word boundary or start of string for P and C, also remove parsed from the string to avoid being checked twice.
