Make zaproxy report telemetry (#1063)

* transition the zap orchestrator to use ONLY the automation framework for scanning instead of the hybrid, api and automation framework

* modify component definition to reflect the use of automation framework only

* Make the transformer able to emit metrics

* dependencies for dev utility that allows for easier visualisation of diff between scans

* ZAP connector dev utility that allows for easier visualisation of diff between scans

* make the zap shutdown timeout configurable

* Add argument checking for ZAP parameters

If any of the login_url, login username and password are set then all of
them need to be set

* ensure reviewdog sends errors to GitHub PRs
