feat: support non-public clouds (#1094)

* Use ARM_CLOUD parameter in all clients.
* Support new AZURE_ENVIRONMENT_FILEPATH parameter which points to
  custom cloud configuration (AzureStackCloud-like).
* do not call pricing API in non-public clouds as is it not supported
* log azure config for debugging purposes on start
