refactor: centralize `CONV_INTO_RELU_INITIALIZER` and update related modules

- Extracted common initializer logic into `CONV_INTO_RELU_INITIALIZER` for reuse across `downsample` and `basic_block`.
- Updated initializer default configurations in `BasicBlockConfig` and `ConvDownsampleConfig`.
- Simplified imports and enhanced code maintainability by consolidating utility usage.
