feat: enhance LiveVue.Encoder to handle NotLoaded associations with nillify option

- Updated the encoder implementation to gracefully handle NotLoaded associations by introducing a `nillify_not_loaded` option.
- Modified the `collect_changeset_values` and `get_field_value` functions to support this new option, allowing for better error management in forms.
- Added tests for excluded associations and multiple excluded fields to ensure correct behavior when using the nillify option.
