Remove dependency on lemming. (#262)

* Remove dependency on lemming.

 * (D) cmd/rtr/main.go
   - remove lemming binary, stubrtr does the same thing currently.
   - in the future this could be re-added with the gNMI hooks
     integrated.
 * (M) compliance/compliance_test.go
 * (M) server/server.go
 * (M) fluent/fluent_test.go
   - revert to using a simple device for testing gRIBI interactions
     and not lemming to reduce overheads.
 * (M) go.{mod,sum}
   - update dependencies.
 * (A) device/device.go
 * (A) device/device_test.go
 * (A) ocrt/...
   - revert to lightweight non-lemming device for testing. this
     reduces depenencies and ongoing overheads.

* Fix staticcheck errors.

* Exclude generated code from test metrics.

* Move to later version of common-ci.
