refactor(web): eliminate pointer antipatterns and fix race conditions

- change map[string]*JobInfo to map[string]JobInfo
- change []*JobInfo slices to []JobInfo
- change *cron.Parser to cron.Parser value type
- fix critical race condition where jobs were modified under RLock
- extract updateNextRun helper to eliminate code duplication
- remove redundant UpdatedAt assignments in handleJobEvent
- change log levels from ERROR to WARN for non-panic situations

the race condition fix is particularly important: handlers were modifying
job.NextRun while holding only a read lock, which could cause data corruption
under concurrent load. now working with copies ensures thread safety.
