docs: Remove README duplication with other documentation

� DEDUPLICATION: Streamline README to avoid content overlap

Removed duplicated sections:
- Detailed Docker examples → reference DOCKER.md only
- Complete configuration examples → reference docs/configuration.md
- Full development setup → reference CONTRIBUTING.md
- Detailed security practices → brief summary only
- Bug report guidelines → reference CONTRIBUTING.md
- Long feature request process → reference CONTRIBUTING.md

Result: README is now focused on overview and quick start,
with detailed information properly delegated to specific docs.
Eliminates maintenance burden of keeping duplicate content in sync.
