ci: Simplify CI to Docker-focused approach + cleanup

CI Simplification:
- Reduce CI matrix from 9 builds (3 OS × 3 Go versions) to 2 (Linux × 2 Go versions)
- Focus on Docker deployment since it's the recommended method
- Docker containers run Linux regardless of host OS, making multi-OS testing redundant

Fixes & Cleanup:
- Fix version flag parsing to handle arguments correctly
- Update security dependency: cloudflare/circl v1.3.7 → v1.6.1
- Fix linter issue: add return after nil check in client test
- Remove deprecated Nancy scanner (replaced by govulncheck)
- Run gofmt on all source files for consistent formatting
- Add coverage artifacts and TODO.md to .gitignore

Documentation Updates:
- Update CI/CD description from 'multi-platform' to 'Linux testing'
- Reflect Docker-focused approach in CONTRIBUTING.md

This reduces CI complexity by ~75% while maintaining quality checks.
