Update elide permutations C API interface (#14931)

In the code review C API PRs for other standalone transpiler pass
functions which induce an output permutation the interface that was
settled on looked very different from elide permutations'. This commit
updates the elide permutations C API function to use a consistent
interface with the other passes where it returns a TranspileLayout and
mutates the circuit in place.
