Integrate Ruff, apply linting/formatting (#62)

- Add Ruff as a development dependency and configure it with recommended rules, flake8-docstrings, flake8-pytest-style, and isort settings.
- Integrate Ruff checks (format and lint) into the CI pipeline.
- Apply Ruff formatting to the entire codebase.
- Fix numerous linting issues reported by Ruff, primarily related to docstrings (missing, formatting, style), line lengths, and pytest usage (parametrize arguments, broad exceptions, duplicate test cases).
- Verify Sphinx documentation builds successfully after changes and fix a duplicate link target warning.
- Document the use of Ruff in README.md.
